Individuals appear to not be targeted by fixate when in melee range. Being anywhere in front of the boss during phase 2, even at an angle, is fatal. Some success was achieved by kiting the boss down the corridor in phase 2; but it came at the expense of ranged uptime on the boss. Additional attempts on the boss indicated that use of the corridor hampered progress. What the raid group needs to do is kite the boss between two known points in the main (circular) room. We set up points at what would be 6 and 12 and had the ranged hover and DPS the boss. The difference between A and B, strategy wise, was about 20% more damage done to the boss.
